A cardiologist who specializes in the electrical aspects of the heart is call an electrophysiologist. Depending on the rhythm most cardiologists are qualified to do a cardioversion. If more extensive testing, an ablation, or insertion of a device (like an implanted defibrillator or a pacemaker) then the EP doc is usually consulted.

The procedure is called 'cardioversion'. Any cardiologist does it....but there is usually an anaesthetist present in case of any difficulties.
