Until recently, prostitutes could not get health insurance (unless they lied about their job); in 1997 an insurance company announced that they would start accepting prostitutes.
If a prostitute was tested negative 3 months ago but was infected in the preceding 3 months to the test,it still may not show. That is because there is a three month window period- and possibly but rarely up to six months. So a test now would only show that she probably wasn't infected 13 weeks ago. And she might have been infected in the last week, Remember, research has shown that HIV is most potently transmissable in the weeks after
being infected while the viral load is high so a recently infected prostitute would be highly riskly. If you had an UNPROTECTED exposure to HIV, vaginal intercourse is a 1 per 2500 risk of transmission as it is hard- BUT not impossible!- for a female to transmit to a male.
Having said that, Frankfurt’s red light district is as safe, professional and organised as the sex industry gets. Just watch out for your wallet!
