With that budget, make the cake. You can buy a cake mix for under a dollar and frosting for about 2.
Buy the cheapest ice cream you can find in a small package. You won't eat it all anyway.
Order pizza, or go to the grocery store and buy one.
Have your kids make the decorations, the card, and some cool party hats, even if you make them of newspaper.
You can have a nice celebration at a very low cost, but what's the deal with him "letting" you spend a certiain amount? That seems a little weird. Aren't you both in control of the finances?

Best way to feed a lot of people for little money is spaghetti. You can make a really nice sauce using cheap canned tomatoes and tom sauce with your own spices - add hamburger or meatballs for not much more. Pasta is cheap too. Get a nice chocolate cake mix for the dessert and you'll have money left over for ice cream (store brand) and the drinks - iced tea would be most cost effective.

That is a pretty rough budget, hugs, must be difficult.
I would say - go for spaghetti and garlic bread.
You can make a great sauce like this
Fry:
1 chopped onion and 2 minced garlic cloves together in big pot.
Add:
2 28oz cans of tomatoess (stirred)
1 large can of tomatoe sauce
1 5 oz can of tomatoe paste
Add Spices:
*Whatever you might have*
Some oregano, some basil, salt and pepper
Simmer for 20 minutes on low.
MIx with cooked pasta.
Garlic bread is simple - just long loaves - sliced in half lengthwise with some garlic butter (or a mixture of butter and minced garlic)..broil 2 minutesin oven
Duncan hines cakes are fabuous too! Use the light recipe - calls for fewer eggs.

Fettucinne alfredo or linguine & clam sauce, garlic bread, salad, cake (homemade), ice cream store bought - drink -- if there's a Trader Joe's near you, Two Buck Chuck (if it's still around) or sparkling cider. Happy Bday :-)

1/2 gallon ice cream (whatever brand is on sale - $3)
Drinks - 2 litre of soda ($1.50)
Chicken Picante
1 lb of chicken ($2.99)
1 jar of salsa ($1.99)
In a large skillet, brown chicken and then pour salsa over, cover and simmer until chicken is cooked thru.
Served over rice (Generic brand - $1.69)
2 cans of green beans on the side ($1.00)
Total - $14.86
