It could be an ingrowing hair, its very common if you shave or wax that area as the hair is coarse. It pushes its way through the shaft (natural indent) where the hair grows and into the skin.
I can find its way out of the skin by its self but, it can also cause an infection (sore, raised also pus may be present) diluted Tea tree essential oil applied with a cotton bud will help. if it gets really sore I would advise seeing your doctor to remove the hair.

Hi im a nurse it sounds like an ingrowing hair or a skin tag.
The best thing to do is to have it checked over by your G.P they see these things all the time so dont worry.

Can you be more specific? has it got a head, a crust, does it hurt, is it a raised lump or more like a blister? what colour is it and where abouts on the Genitals? Are you a man or a woman?
