It is a decorative plate that is larger then the dinner plate and is placed under it usually at a formal place setting. The rest of the place setting is then laid out. You can probably see one at www.lenox.com

The "charger" in which the Baptist's head was presented was a platter or flat wooden trencher (Matt. 14:8, 11; Mark 6:25, 28). The chargers of gold and silver of Ezra 1:9 were probably basins for receiving the blood of sacrifices.

It is the larger "plate" underneath the dinner plate. It stays on the table throughout the whole meal - even if the salad plate, soup bowl, dinner plate are removed. It basically is like a place mat.

it is a plate .usually made out of glass ,that you set the dinner plate on .you usually use them for formal dinners.

It is purely aesthetic. It goes under the dinner plate. You can get them in any color. They can be removed when you start eating.
