Try some paper fans, the Japanese floding types. and handwrite the sweet 16's name on them in permanent ink, any cool color.

burn a cd with some of them songs that will be playing also do a candy bar. its super cheep you get candy from sams club or candy in bags, m&ms an put them in bowls an get a zip lock bag or go to a dollar store an get small bags or gift bags an let the people scoop some candy in there bags it will mostly only cost 1.00 or less per person . or get a hershey bar an take off there wrapper an make a wrapper with the party persons name dob or party date on it every one loves candy if not they know someone that does

sounds like you are on a budget so how about burning your favorite music to cd's and accessorizing the cd holder with pics of you and your friends. Also you can rent one of those photo booths which are always fun and you can cover the cost for everyone's pics. You can always give people typical favors like chocolate or candles but pictures last forever.

How about Hershey Bars wrapped in paper with their picture on them. On the back could be all their stats; birthdate, possitive attributes where the nutrition information would be and nice things about birthday persons for ingredients.
