Veins don't twitch. I suspect it is a small neck muscle. Are you, by any chance on Plavix? That is one of the side effects. Take some extra calcium supplement (I prefer the soft chews) and see it that doesn't take care of it.

go to a doctor, you could have blockage.
The doctor will listen to your neck with a stethoscope.
It saved my friends life.
