The answer lies in the following:

Does India has a Deapartment of National Transportation ?
Are there well written road-bed specifications in accordance with the climatic conditions of the region?
Are the road categories specified by tonngae, rural, urban reginal, national highways etc. ?
Are the roads inspected during and after they are built ?
Are the contractors held responsible for imperfect roads that fail prematurely under normal conditions of use?

For implementation, there is no lack of qualified personnel in India. To institute honesty and integrity public, journalists and media has to work all together and demand quick answers from the responsible leaders and administration.

Force them to use the same system and not take a plane or helicopter ride.

cola tar is water proof thats why it cannot stand rain water ....
when it rains the water soaks inside the top layer of the coal tar road. As a result theres looseneing of strong bond of tar withing the top ;ayer. Above all, the heat produced by rubber tyres on the suface add to fater wear and tear. Thus, loosened layer of coal tar just comeout as if its allergic to WATER!!!!!!!!!!!!
This, gave way to thought of cement roads whic atually love to WATERED AND DONT WEAR AND TEAR so easily...

the contractors are very intelligent though, they need again to lay the Roads, so they mix up tar with some chemicals, so that it
looses its proof against water, finally, it is an ordinary sand, worth
to stay only in the summer heat and when it rains, it drains...
thats all.

poor quality tar, the base of the road is defected, or you live up north where the ground freezes and thaws, causing frost heaves which cracks the tar and allow water to get under the road bed and cause pot holes and damage

Change that to water resistant but due to expansion and contractions u get cracks and lets the water in. Tar needs to stay a little pliable but not too soft.
