Maybe she really doesn't want you to marry her and that she is perfectly happy on her own. She might just be in need of a bit of good old fashioned help as a widower.
Perhaps you could be a good 'brother ' and just look in and see if she needs anything from time to time. Perhaps you can help her get a business or career started if she doesn't have one aleady, and help her babysit the kids now and then.
Consideration and care, that is what is needed, not marriage.

First of all, my condolences, second: the Bible was saying that in a time where people were living in small tribes, and in order not to leave a widow alone without protection and means to survive, that was the only solution. Now circumstances have changed, so that use does not apply to reality anymore. No God will ever blame you for not marrying a woman you don't love and who doesn't love you. Stay next to her, give her support and strenght, that'll be more than enough.

God is not going to smite you, how can he do that when he doesn't exist.
You need to understand the harsh truth, you only have one life to live, there is no after life. Enjoy your time here while you can and don't allow yourself to be forced into some life altering situation if you don't want to. It's ok to think about yourself every once in a while.

Are you Amish? I never heard of a religion that says you have to marry your brothers wife because he has died. It is so sad to hear you lost a brother. Prayers to you and your family.
