who is to be arrested? After committing a crime, go to the judge in the community which has jurisdiction on act. Or if you are the culprit, just wait for the sheriff or arresting officer shows you the warrant before your arrest.

Call your state DMV or your sheriffs office. However if there is a failure to appear in question then yes their is a warrent out for arrest. Best advice, have then turn themselves in, if they have a job, payment of the fine can be arranged.
