maybe she doesnot want to talk to you or just that she simply didnot hear the cell ringing and later she didnot feel the need to call back...

That's a very general question!
There are only a few times I've been guilty of that-
a) The person bored me and I couldn't think of a nice way to tell them that
b) I was busy
and c) which I've never done, is that maybe she doesn't want you to think she's sitting by it... playing hard to get?
As to lying to you, it would help if you told us what she's said that wasn't quite true! Add details, maybe I can be more speicific then?

I believe we as women have been programmed to think it's the man's place to call after the first date.
Most think they will be ignored or turned down if they do call.
Although there are women out there who will call ofter the date.
