A scientific research proved that our eyes keep moving between the two eyes and the forehead. This is done for 90% of the time. The other time you look at other parts of the face and more occasionally you give a glance to all the body.

If they have gorgeous blue or green eyes, I may not be able to hold a gaze for long. Too powerful, but then again my father has brown eyes and I cannot stare into them for very long. My husband has pretty blue eyes but I can stare forever because he's so sweet.

Nice question. Well When I'm reporting in the class or having a public speech in school, I only look in the people's forehead. If I'm talking with someone, I look into their eyes... usually in their left.

If you just want to stare at them, you`re focussing at the forehead, you can asses both eye movement if he get your attention.
If you are reading him, you look at each eye one at a time, studying the details of each eye (beautiful or not?), with abnormality or none, with disease or without, its innocense or a con artist, whether he is interested with you, understand you, hate you, love you, tells a lie, tells you if answer is from the heart or just an alibi (untruthful), or sarcastic, you can see whether he is a good person or bad one.
In today`s age, when machine looks at your eye, it is to identify you if it is really you.
Good luck!

When you look at someone, you look at his or her face. Eye to eye contact means the person is also staring at you. A look at the forehead means you are looking beyond the person or you are seeing through the person.

One usually does not see another's eyes with a continuous stare, but for one or two second at right and then one or two secs. at left and may be one or two secs. at forehead. I for sure, does not get that focussed, and stare.
