The Sermon on the Mount is not law, but gospel. The difference between law and gospel is this: The law leaves people to rely upon their own strength and challenges them to do their utmost. The gospel, on the other hand, brings people before the gift of God and challenges them to really make the inexpressible gift of God the basis for their life.

For the most part, yes it is to be taken literally. The obvious exceptions like the illustration of plucking the eye and of cutting off the right hand are not. These illustrations suggest the uprooting of evil thoughts from one's heart and how serious it is to be taken.

The sayings of Jesus which have been collected in the Sermon on the Mount are not intended to lay a legal yoke upon Jesus’ disciples in the sense that they say: "You must do all of this, in order that you may be blessed." Rather, these sayings of Jesus outline the lived faith that is growing.
