Because we don't know the ultimate outcome. Sometimes a short-term good can lead to a long-term evil. Sometimes a short-term evil can lead to a long-term good.
Take for example: Let's say Tim has moved to a new city. He meets Bob. Tim is very shy, has low self-confidence. Bob helps Tim, shows him around town, introduces him to people, helps him get things done. Short term good: Tim is happy because he has a supportive friend. Long term bad: Tim never develops self-confidence, continues to doubt himself, and thus doesn't grow as an individual, but rather remains kind of selfish, needy, and dependent.
Now let's look at another situation. Kevin is robbed in his own home by an armed man. The man is never caught. Kevin, being the victim of a violent crime, is suddenly at a crossroads. He can allow this event to darken him, make him cynical, cause him to lose respect for other people, cause him to become selfish and cynical and waste his days wondering "why me?" Or he can refuse to let this incident destroy the meaning in his life, and instead he can try to balance the scale by doing good deeds and helping other people. He chooses the latter. Thus a short-term evil inspired a person to respond by doing good deeds that eventually would have a greater impact than the evil deeds done during the short life of the armed robber.
This is a simplified example, but it's important to understand that sometimes evil is the hammer and life the anvil, God the craftsman, and we but imperfect steel He attempts to shape. Each evil is an opportunity: an opportunity to be consumed by selfishness and darkness, or to rise above the evil and attempt to balance the equation by helping others more than we did before.
Remember: a short-term good can sometimes lead to a long-term evil. A short-term evil can sometimes lead to a long-term good. And only God knows the outcome of all things. It's important for us to have faith that all things, even the evils we must suffer, are part of God's plan, and that the ultimate fruit of this plan will be peace, goodness and love everlasting.

All mens have Free will from God,someone use it to be good others to be bed.Mens live together,their decision can hurt other men,but can be because an mistake,or can be because an men whant to be bed.
The good believer men,in the two cases must ,stay in peace,because he knows that in his life, the last word is the word of God.
Jesus defend us if we are good(if we respond bedly,we are not good),our victory isn't see imediatly,but we believe that the goodness win always,in time which God will.Your power is your believe in God.
Must don't stay around bed mens,their reality isn't your too.

Humans have free will. God created us, yet we have choices, minds, and free will... not simply puppets. A thought...do we learn from the effects of those ' bad people ' ? If so, then those ' bad people / experiences ' have their place of cause / effects.

Because human nature overcomes all. Think of it this way... Why would someone want to suppress human nature tendencies? If that continues to happen, we will run out of room in the insane asylums because people can't do what they are supposed to..

yes god is kind............but at the end of the day he noes tht we r humans.nd tht we can't b bound to his rules all the time.nd tht we can push the line of justice to a huge extent.....so he decided to create heaven and hell........which is still hypothetical for me.but anyway....he did it to keep us frm doin wrong things........but wen ppl don't fear god.....they fear nothing else and do bad things but they pay the price for it later in their lives.....or after death......tht is god's way of punishment... god is fair but the world is not fair nd we hav to accept it............if there is gud ...then there is bad too........

God gives the gift of free will.
We are not slaves or robots.
