Sometimes a scab stays that long. If its just a scab and there is no liquid draining from it, just let it heal. However, if it is damp, if the area around it is redder or swollen or if it is oozing any kind of liquid, have her seen by the vet at once because thats an indicator of infection. Did the vet use absorbable sutures or did you have to take the dog back to get the stitches out? If the stitches were the kind that must be taken out, its also possible that the scab also contains a piece of suture material that was missed when the rest of the stitches were taken out.

Put some vaseline on it a couple times a day and try to keep her from licking at it. It is completely normal so far. If it is still there in 2 more weeks then you should take her to the vet.
