Yes, the board is the boss basically.

They oversee the entire organization, including the work of the Executive Director.

Board members of a nonprofit organization are the actual principals who ultimately hold responsibility for the work of their organization's employees... so your answer is YES... most often, however, they will depend upon the Executive Director of handle day to day human resource issues (unless there are circumstances that dictate otherwise).
