It is your call of course, but I would ask myself if I was in your position if there is anyone in the family that has addictive behavior. Some people are very susceptible to addict with some substances. I don't know how to determine which substance are the ones to stay away from, but I think in the near future with research, we will begin to decipher the genetic code cheaper and make it more available.
On the other hand, I had a reaction to the rules around sex education when I grew up in the 1950's. It was the old find out about sex in the haystack thing that was the way to do a sex education. You know, the back seat education.
I thought it was a poor way to help your kids learn how to deal with sex, and there had to be a better way in a more normal sort of setting or arrangement. So, my wife and I allowed my son to have girl friends over to be and stay in his room.
Of course we set the stage with education and rules, like if you have sex know how to use protection at all times. In fact, I bought him his first box of protection when he was like 15 years old. There were other rules also, and I am happy to say that it worked.
So, sometimes by exposing a kid to some events or substances they are going to try or do anyway is a better way than just making them sneak around behind your back. Good question.

You're his parent, you decide how to raise him.

And it's not illegal (if you are his legal guardian and you hand it to him), well at least not in Texas.

he can, but its illegal and you can get into BIG trouble. I wouldn't risk it, you could get fined or even lose him. Its not worth it.
