Hi!
I've been to Paris many, many times and used both Orly and Charles de Gaulle Airport. And let me tell you something; Charles de Gaulle Airport is one of the worst in Europe!
It's very bad organized, it's dirty, the staff does not speak English, the bathrooms are so disgusting I rather not go, and it takes for ever to get the luggage.
At Orly, it's much better. the airport is smaller, but clean and nice and you get the luggage straight away when you get of the plane.
I've been to both airport over 20 times, and my experiences have always been the same.
So definitely, go for Orly. It will be much faster, cause you don't have to wait for one hour when you get of the plane. There is a train directly from Orly to the Eiffel Tower.

Distance wise, Orly is the nearest !
By trains and undergrand, from CDG to Eiffel Tower, you need to get into RER B and then RER C lines (after a change at Notre-Dame St-Michel Station) : 16.90 Euros. From Orly, you need to take Val d'Orly, then RER B and then RER C lines (after two changes : at Anthony then at Notre-Dame St-Michel Station) : 9.05 Euros.
Taxi from CDG : 40 euros. Taxi fro Orly : 21 euros
From Orly only : AIr France operates a coach arriving at Invalides (10-15 minutes walk from Eiffel Tower)

Geographically it is Orly, but I wouldn't recommend it. De Gaule is much more modern, and you have the RER within the airport itself, which can take you to Eiffel tower by on line change.
