im not talking about the legal age, 18. im talking about grown as in real world grown

my brother is 20 and he thinks he is 100% grown

It can vary but over 25 years old be a person is full grown. By this
time his/her brain fully develop to have good judgments and some basic life experience. I suggest you give him some room to make his own mistake as long as he does not make a mistake that might affect his health or worse his life. Other mistakes give you second chance but mistake that take some one's life is the end.

By age 20 your brain should be about "grown," giving you the self control you need after the messy teen years.

It depends. If u think u are not dependent on your parents and can take responsibilities , u r grown up...

growing........depends on mental maturity not physical growth.A ten year old kid would be more responsible than 20 year old person.........it depends on the environment in which they grow.
