when I touch certain areas on my legs i don't feel the touch but rather feel a sensation similar to light current in another area on the same leg.

you can map sensation areas on your skin these are called dermatomes. This is a very strange thing you have going on sounds like your peripheral nerves have been crossed wired. you could be experiencing referred abnormal sensatin due to areas that might have developed hypersensitivity.
