The vests are not actually bullet "proof", the are bullet resistant. The resistance comes from a synthetic fabric called kevlar. Kevlar is a synthetic thread that is stronger than steel when woven tightly. Bullet resistant vest are layers of kevlar fabric. The kinetic energy of the bullet is displaced and slows the bullet down to non-lethal. Officers who have been shot while wearing a vest have had bad bruises, but that would be the extent of it. The vests are graded on the resistance of the vest to various calibre of bullet. Yes there is a level that can stop magnum rounds. There are vests that will stop a 7.62 round with a ceramic trauma plate. The Department of Jusitce does all certification of bullet resistant vests. Hope this answers the question.

There's no one answer to your question. Just as the designers of an armored fighting vehicle have to make compromises in protection, mobility and firepower, as did the knight of old, so too today for the guy on the ground,
Kevlar is better than a uniform shirt. The more layers the better. The more coverage the better. Add metal or ceramic plates, better still. Put a house or tank around you, better still. But this stuff adds weight. Pick how much you're willing to wear. If you look like a Michelin Man, while you're panting under the exertion of breathing, the bad guys will walk up and slit your throat. Low-velocity pistol round protection? 7,62x39 is moderate. Some of our snipers are using 300 Win Mag-pretty hot. And how about 50BMG? It's always a compromise.

Depends on the vest, most will stop an ak47 round unless an armour piercing round. An arrow wont even slow down

it depends on the vest and what you are getting shot with i have seen them stop a ak47 round with a plate in the vest

it depends on the gun used and the distance. i don't think a bullet proof vest can protest you from a magnum or a shot gun at close range.
