I've heard http://www.d-addicts.com is really good for drama downloads with English subtitles.

With the youtube thing, it's kind of a pain to look up dramas. But here are a couple links to users that have a ton of Korean dramas with English subtitles, and of course, they're free to watch. The only drawbacks are the poor video quality.

As for the translation, besides translators, I havent really come across online language translators. Since the Korean language relies heavily on contexts, no online language translators will ever be as complete as a human translator. Sorry I can't help you there.

Well, hope the rest of the information helps!

You can download Korean movies with subtitles off bit torrent sites like torrentspy.net or novatina.com. You will need a torrent client such as Bitcomet. I got Bitcomet off downloads.com. Once you have the torrent client installed all you need to do is go to one of the torrent sites I've listed and search for a Korean movie you like. One of my favorites is Old Boy. Search for one with many seeds/downloads that also lists that it has english subtitles included. When you click the download icon make sure you don't hit save, hit open. Once you hit open Bitcomet will automatically engage the download and begin to recieve the movie(s). This is a great program and a wonderful way to enjoy your favorite movies. Best of luck.
