If you do not intend to breed her, you really should consider spaying her. There are many health benefits associated with spaying such as decreased chance of mammary tumors and you will not have to worry about pyometra, metritis or unwanted litters (overpopulation is a big problem - just take a trip to a humane shelter).
If you elect to spay her, this can be done during heat but it may be best to wait until the heat cycle is over to decrease the chance of complications.

my guess is thay your chi went into heat when she was 6 months old and it was so small and mild it went unnoticed...this is common... a tiny dogs heat is hardly seen... her female part will swell and drip tiny spots of blood for a couple days then its done. have her spayed and the blood stops forever. a heat cycle in a small dog is every 6 months and lasts a week. the end of the bleeding and for the next week is when she can mate.

well first thing you need to decide if you are going to breed her or not.if not you need to go ahead and have her spayed before she goes in heat because it is cheaper and less complicated.if you are deciding to one day breed her,than you will need to crate her or use estrus panties while she is in heat and keep her strictly indoors.male dogs are very domineering at this time and it will only take one time.when you decide to breed make sure she is old enough,usually third heat and only breed her every other heat.remember if you decide to breed,c-sections happen alot, so be prepared.

You need to watch her, to make sure she doesn't get outside cause you might/will have visitors(MALES).
She will just drip blood, And might get her tail/rear bloody.make sure you have her where she cant drip and make a mess, cause blood ruins carpets.
If you are gonna breed her, You cant breed her till she is at least 2 years old, other wise it could be fatal( it would be like a 7 year old human having a baby)
May I suggest registering your dog At AKC if she is gonna be breed or not.

It's much healthier to have her spayed before she goes into heat. There's no reason to breed her, there are enough homeless pets in the world.
Make an appt. with your vet and have her spayed.

Diaper the dog, and if you have no plans to breed her for the benefit of the breed, *NOT* byb... then get her fixed (I always get spayed and neutered mixed up!)

Why don't you take her to the vet and get her spayed, then you don't have to worry about it. There are enough homeless, neglected animals in this world.
