When I taught my dog to roll over, I started with sit and how to lay down, all done with physical (using a very gentle knee to nudge in the right direction) and verbal commands, and once I had her there I also used both forms of commands. Pushing her over and using a treat for her to follow into the roll, and once she did it (even with my help) giving her lots of praise and the treat. She learned really quickly and loves doing it now!
Don't forget lots of positive emotions, be sure to make it fun and keep it exciting! Usually when dogs don't respond to commands it's because they're bored or just don't understand. Have patience and good luck!! :]

This worked for my dog - she's a beagle...
1) Use real food for trainig purposes (I know - not healthy).
2) Teach your dog to lay down (press gently on their top side until they lay down - but don't force).
3) Once they learn to lay down, grab their legs while they're laying down, and roll them over.
Every time you perform #2 or #3, make sure you always use a single word voice command ("Lay"/"Roll") that doesn't sound like another command. When they do it mostly correct, be sure to reward them. While doing the voice command, consider using a hand signal also.
My dog learned in about a week of about 1/2 hour to 1 hour sessions each day. Reinforce, and be kind!

Treats. Help her physically roll over by grabbing her front paws gently and repeating the command roll over. Use the treat to condition the behavior. If she resists don't give her one till she willingly does it.

Belly rubs!! I would have to guess that 98% of all dogs I've met LOVE bellyrubs! Eventually you won't even have to ask her, she'll come up to you and roll over asking for the belly rub!

My dog and I always liked to wrestle around, so this won't work as well if you're dog isn't comfortable with touching.
Get your dog to sit by straddling her back and pushing her butt down with your butt. Then get her to lie down by leaning forward, picking up one of her front legs, and pushing it in front of her. Once she's down, say "Roll over! Roll over!" in a happy, excited voice, and reach your right hand under her neck to hold her left foreleg. Use your body and your arm to roll him over to the left as you stand up. Once she's done it, whoop with excitement, jump around and clap your hands to show how happy you are, yelling "Good girl, roll over! Good girl, roll over!"
Keep doing it, and always be really happy when she finishes. As she gets used to the routine, she'll start rolling before you grab her leg, lying down before you lean over her head, sitting before you straddle her, etc. Eventually you'll be able to tell her to roll over just by the words and maybe some hand signals.

Have you ever tried "Clicker" training? This is really fun way to teach your dog tricks as well as obedience etc.
Many neurotic behaviours can be sorted using clicker traing too.

i got my dog to roll on its back when i pointed at it and said BANG!
what i did what i would go through the motions then when i said BANG i would push him on his back and give him a treat and praise him. i did this like 5-10 time before he got what was going on.
this has only worked on one dog, the other is just stuped and i couldent train her, lol
