It depends on what state you live in. I reside in Ohio and you do not need a degree to become a police officer here. I know in Minnesota you need at least an Associate's degree. Any Federal law enforcement agency is requiring a Bachelor's. I know these things because I used to be a police officer in Ohio and looked into the areas I mentioned.

It depends on what state you live in. I am in WI, and here we require a min. of 60 credits and most departments want a 4 year degree.
However, if you are interested in working part time, some smaller departments will hire you, put you through the state recruit school (440 hours) and allow you to start working. The state allows 6 years for part time officers to complete their 60 credits. If a department sends you to recruit school the state Training and Standards board will pay for the school.
Full time officers only have 4 years to complete the schooling.

No, but a degree does help when it comes for promotions and moving up the ladder to detective and other choice assignments. You can also earn a degree if the first few years of being a patrolman, and then later move up, or move to another state or federal agency.

In my town you need to apply, test fair, and 26 weeks academy.
For city officer.
For state you almost need a two year degree, but not exactly.
Just depends on the locality.

But being realistic, there are so many people applying for one position that you will almost have to have one to get hired.
