If you can't get it from someone who already has it in the states, or online, other than from Cuba itself, you will have to go across the border to find it.
If you possess it in the states, and it is for your own consumption, you will not get in any trouble for it. It is only illegal to buy and sell it within the U.S.

You can buy it in Canada and it's really cheap if you get it from Cuba. I don't know about the laws in the states, but as long as it's unopened in Canada you won't get in trouble.
