repeat the word ENGLISH 100 times you are fluently speaking word english. Oh I forget if you are asking about english language then it's hard to make you understand.

You should listen to English Programmes in reputed Radio and T.V. Stations like BBC. This will help in learning of English pronunciation. Fluency will come by practice only. You should enrich the vocabulary by reading good English literature and newspapers. Above all one should shed the fear of speaking English.

I'm definitly thinking you should watch plenty of english tv shows.
Be around people that speak english. And print a list of ten english words a day,and learn the way to say them and find their meanings. Well good luck!

Either you should join an English speaking course or start to speak to one of your closest friends and try to speak to others also. Whatever may be the discourge you get from others don't be surrender till you reach to your aim.

read magazines, newspapers, novels(best) - john grishm etc.
speak english routuinely
that'll surely help
frame questions ask them to urself, aswer them or solve comprehensions
frinds can ask n frame them 2
keep dictioanry n traslation book(what is ur native language?) handy
