Cardinals are simply bishops, who have been elevated to leadership positions in the church.

They are the Pope's closest advisors, and also hold important posts in the Vatican, in order to help guide the church.

Electing a new pope is certainly one of their duties, but since it happens so rarely, not really the most important.

The Holy Spirit does most of the work of electing new popes, anyway.
