Maybe your dog has a growth or tick on him. Take him to the vet & have him checked out for broken or fractured bones. Maybe some one hurt him with out your knowledge. He may even have an infection, most animals love to be petted, so I would say theres some thing hurting him, if you don't have much money, take him to the animal shelter, they will help with little expense to you!

Many dogs have strong wolf instints and Petting is not amoung them. I use "Fisty cuddling" act like your fist is a puppy/kitty and rub all over the front quarters keeping the hand lower than the ears/back. Remember to a dog we are several animals combined to make one. hands come out of shirts feet come out of pants ,heads are to high up to consider as a friend.

His biological mother or his human one? He may simply be taking cues from either one. Can you pet him? Has he been scared or harrassed by anyone trying to pet him? If you want him approachable, try getting people to give him a treat and then petting him a few times until he begins to assoicate getting a treat with getting petted...

it depends on how the dog was treated as a puppy! if your dog was handled rough as a young one, and the mother is aggressive, it is typicaly a trait in the dog to be aggressive, someone misstreated your dog at one point, now your dog doesnt trust!!
