If you're both kids, old enough to drive, heck yeah - go ahead and ask him out.
If he's an adult and your a kid, quit buggin' him, you're jailbait and he knows it.
If you're an adult and he's a kid, get a life sister.
If you're both too young to drive, just chill out. You're too young for relationships, too. But if you want to meet him at the mall or the skating rink or Burger King just to be representing the 'boyfriend/girlfriend' thing, ask him to meet you there. Just don't go rushing any behavior that one or the other or both of you aren't really hormonally or intellectually ready for. Be friends first and when the time comes y'all can get around to all that 'kissy-face' stuff. Don't rush life.

Break the ice by just talking to him a little. Let him warm up to you first, if he is shy around you. Ask him general stuff and remember you'll probably need to carry the conversation for awhile. Please patient because it may take a little while for him to warm up to you.
If you want to ask him out, do it with a group of friends the first time out. After you find out more about him you can plan things that you both enjoy doing.
Personally, I wouldn't mind if a girl that I liked told me that she liked me but telling someone you like him before you have yet to establish anything is a little nerve-wrecking. You may even get rejected if he's not ready.

You know what? You should tell him straight up, that you are going to settle for another fellow who is less nice and sweet that he is because he is torturing you for not accepting you. If he doesn't get out of his shyness after giving him the blunt certainty that you would accept that most guys don't even get, he does deserve to kicked down to learn that he should be more open. Is his emotional defense mechanism more important, or you? How important is love for him? He needs to get his priorities straight. If he is your friend, give him some tough love by showing your new guy that while he is not as good as you, you had to settle for him instead.

If he's shy, you need to be the outgoing one. Of course he likes you! Why else would he ask if you were single? You need to make the first move, since he is too shy. Tell him you like him.

It probably mean that he likes you and that he is shy and all, but you need to step outside your comfort zone and ask him out. Then, AFTER you asked him out, you ask him if you like him.
