dogs are dogs they don't relate to each other the same way as people. the rule is the survival of the fittest. if the older dog is trying to kill the little one then intervene. otherwise just sit back with a beer and enjoy the fun. the younger one is not going to give up .the big secret is you should divide your time between them so neither one feels left out.

If you had the older puppy first and just got the younger puppy I would recommend this. First off play with the older first and let him have a toy first. Then start to play with the younger puppy. I had this happen once and it is a matter of domination and being the first one there. The older one does this because maybe he was the first one that you had. So start out with him first and then start with the younger. When you see the older puppy letting the younger one play then praise him and pet him. This is how I broke my dogs of doing the same.

LEASH the older pup; take up all the extra toys, give each one toy at a time.
if the elder pup tries to steal the youger's toy, make an evil noise and interrupt, then immediately present their OWN toy in front of their nose and wiggle it.
don't let anybody collect or hoard toys; they are Ur toys, U are a generous and magnanimous benevolent dictator. U share.
DOGS ARE NOT DEMOCRATIC - however, they can learn to inhibit their desire to 'own' everything. U must teach them this skill - with a leash, and restraint.
standing on the leash to limit its length and prevent theft works just fine.
adding peanut butter or other enhancers to a toy or chewy for longer-lasting enjoyment works fine, too.
NOTE: now U know why no ethical breeder, nor ANY ethical trainer, will suggest or approve of two young pups in the same household, at the same time!!
there should be at least 12 mos between any pup and a second pup (that's not AGE - that's 'time', as in pup # 1 gets 12 mos of training, socialization, vet-cookie visits, leash manners, meeting and greeting other ppl and other dogs, etc, ALL to themself - with no other young pup diverting Ur attention.
any pup's First Year is the laying of the foundation of their life - for the next decade or two, that first 12 mos makes or breaks their relationship with U and the world.
they deserve to get their own intensive schooling, with no diluted attention.

Actually, you should not scold your older dog at all. He is showing the new puppy who to the boss and it is important for your puppy to know this. Puppies learn from elder dogs, your older dog is teaching him about how things in the dog world works. Until your younger puppy is repectful of your older dog, the older dog will continue to do this until he get respect. When your younger puppy treats him with respect, he may share. But this will not ruin your puppy's quality of life. It's how dogs learn like kids go to school.

Be stern with the older puppy. Make him understand that when the little puppy is playing with a toy, he is not to take it. Pull him away and say "no" like you mean it. Also, do the same with the little puppy, or the older one might take revenge on him when you're not looking.

Separate the older pup from the new,
Or have the older pup the toys he wants (arrange a quota so it will be fair) then isolate him and his toys from the younger one.
Maybe he is jealous, you might be playing with the younger one first, and he's just trying to make things fair for him. Older pups must be first, then the young ones, and make sure they are satisfied
