If two are worn, how is it not uncomfortable?

We wear two belts:

An inner belt which is nylon belt with velco ends that goes through the belt loops and attaches with the velcro. Its comfortable enough because there is no buckle.

Then we wear our duty belt which is kept in place by keepers. On that we have our gun holster, cuffs, keys, etc.

It does get uncomfortable at times but you get used to it.

Police officers wear a dress belt through the belt loops to keep their pants up. The Sam Brown or duty belt with the safety equipment is worn over the dress belt and fastened to the belt using belt keepers.

Two belts. One that goes through the pants belt loops and the duty belt that holds all the gear on top.

We wear two. We wear a belt through the belt loops; it's called the underbelt. Then we wear our duty belt. We put belt keepers, small loop like straps that wrap around both belts, to keep the two belts together, thus they act like one belt.

Two- One for utility and another I think for clothing and to hold the outer belt. Kind of hard to chase someone down with your pants around your ankles.
