If you are actually looking for the hottest part of the oven, then that would be at the point closest to the source of heat. If you are looking to cook something and want even distribution of heat then you should place your food item in the center of the oven. Ovens can be tested for accuracy by keeping an oven proof thermometer in the oven. If your oven is off by more than 10 degrees, then you should have a technician look at it and repair as needed.

Heat rises so it tends to be the upper part of the oven, fan assisted ovens tend to be slightly different but as a general rule top equals hot
