Yes. clear and simple yes. one of the reasons Bush used to justify the use of the military was the fact of the continuous violations of the more than 27 UN resolutions by Saddam including inspections. and of course we all know how many time the inspectors got kicked out and denied access to many areas.

This depends on the reports a person chooses to believe. The inspectors such as Blix told us although they did not fully cooperate eventually they were given access and it was only a matter of time they would be able to prove what we later found. Saddam had no WMD

They were told to leave a time or two or three and did and then back. Hussein gave them a "bad time" He played games with them, but in retrospect, he had enough ammunition and guns to arm the whole Arab world, and had them stored everywhere. So much of all that moving observed on satellite was probably just moving his guns and ammo.

And in fact, earlier this year, there were WMDs found (not a large quantity and very old, but WMDs none-the-less)
