there is no such thing as sins in buddhism, just actions that produce positive karma and actions that produce negative karma.

naturally, it is better lo let animals free. a good buddhist action would be to buy a bird and free it. as regards the fish... i don´t know if they would be able to make it on a river/sea.

anycase, if you have these pets, as long as you treat them with kindness and compassion, no, it is not sin.

Very intersting question.
It depends on how you look at the issues.At least the fish and bird that are kept in the house have securities of food and shelter compared to those in the wild.So as a Buddhist I don't feel 'guilty'.
