Its on the higher end of average
But IQs do not messure your intelligence but how much you can learn. A person's IQ only changes about 5 points between the ages of 5 and 50 (barring brain damage) but that doesnt mean you arent smarter at 40 than you were at 10. Before the age of 5 and after the age of 50, its more difficult to learn.

70 .....Moron
100....Average
140....Genius
So 113 is better than average.

Depends how old he/she is...but if he/she is older then 18 I would tend to think of them as stupid..when I was 13 my IQ was 167 then when I took it again at 14, it was 146!!!!!!! Och!!! It was from all the drugs I took/ take!!!( I think!)
here is a IQ chart that kinda looks that the one at my school...
130 is average
160 is smart
180 & up is God =P

apeman said "The average in the UK is 109"
then i would be considered a genius in UK...my iq test results were wayyyyyyyyyyyy over 109.

A high score on an IQ test does not guarantee intelligence. The tests are artificially selective, and their results are dubious at best.
A high score on a common-sense test would be more useful.

I would say not very smart.
However that is because my IQ 2100
The smartest people are those who know that they don't know everything and no one else does either.
Also they must realize (even if it annoys them) that some people who you may not like will know a lot of things and therefore you can most likely learn from anybody and any encounter.
You will either learn to be like them or to try to not be like them.
