Your premise is wrong. Hair doesn't have a maximum length that it grows and then just stops. It grows for a certain amount of time, and then falls out. There are so many other arm/leg hairs that you never notice the ones that fall out from age, as there are others just like it close by.
Some people are lucky, in that their head hair is of a longer life than "normal" allowing them to grow their hair below their butts.
The attached article from Wikipedia has a lot to say about hair that will probably surprise you:

Hair is down right annoying,... difficult to explain.
When you shave,.. it's telling your body " I NEED PROTECTION!!!" so hair grows to help protect you a little.
When you cut hair you try to get the bad ends of hair.
When you chop off hair, like hair on your head,... over and over again,... the hair decides getting too long is dangerous >.<
So it's not just your hair,.. doing whatever any one person thinks,.. there is a more elaberate system to it,.... your skin gets involved.
Then on top of all this,.. your hair is just dead cells and stuff anyways. So there is a basis in there of how healthy you are. Then even more into it is hormones,.. the more testosterone and some other hormones... the more hair on your body and the less on your head. A bad overload leads to thinning and baldness.
Your hairs themself (on your head) do send back information based on things like moisture, damage, and sunlight (things coming from the sunlight and certain light types).

Hair is constantly growing and shedding. It happens in cycles, when it reaches the end of its cycle it sheds and a new hair grows in its place. The length of the hair before it sheds is dependant on the part of the body, and how much nutrients it has available.
Although it may seem like your hair stops growing at a certain point it is actually shedding and re-growing, all the time.

i do no longer quite understand, inspite of the undeniable fact that it quite is real. From what i've got been instructed, hair it relatively is risky and has chop up ends isn't vulnerable to advance. it quite is why generally, in case you purely do in no way decrease your hair, it does not advance to Rapunzel lengths, it basically grows to the midsection or decrease returned. Trimming the chop up ends on the backside outcomes all the hair and makes the finished hair extra healthy, and lots extra probably to advance.

We are decended from monkeys. Monkeys are furry. Our bodies feel that we should have at least a little hair to 'keep us warm'. this isn't really a problem, but this is what your body thinks. Once you remove the hair, your body says to itself "oh no! we're gonna freeze!" and makes more hair. This is why when you shave your legs, it grows back quicker and coarser.

From what I know if your hair has been cut then that makes room for more hair to grow so when that happens you hair folicules just know what they have to do! Well I hope this advice helps, but i am not an expert, so good luck! TOODLES!

There are a lot of good answers already.
Comments on other answers, we are not descended from monkeys(however much someone you know may seem like one) and Wikipedia is NOT I repeat NOT a reliable source.
