Whatever you put on your lips, it's going to come off. Try finding out his fave flavor and buying the same flave in a lip gloss. That way it will be a nice surprise when it actually happens.
Just go for the moment when it feels right between the two of you. That always works!

a tad of something wet, not spit though. if its at a dance, i say do it during the last slow dance. tell him how much fun you had, that you like him. all that good stuff. it should end up being romantic for ya :)
