Yes it could mean that he is attempting to lip read, but highly unlikey, if he was lip-reading you prolly wouldn't need to be asking this question (you would know if he was deaf). But anyway, the cause behind him looking at your lips might be an unconscious desire to kiss you. Pay attention next time and see if he also looks at your hair or other 'sexually sensitive' areas of your face/neck.
Also, ask yourself how long you have known this person, is it someone you've just met, or life long friend? These answers, in combination to what their eyes are telling you will let you know if they are romantically interested.
