my local police violate all traffic laws the same ones they enforce strickly in my area. I am not disgruntled I haven't had a traffic violation for 12 years. I feel certain they have been involved in accidents and would like to report on this.

Check with your State Police. They should be able to give you copies of the reports for all city/county vehicles involved in accidents. It'll cost you though. Or, you can call the Chief of Police, file a complaint and wait to see what happens. Or you could realize that they are probably violating the laws to respond to calls etc which is allowed by law in most states. You choose...GOOD LUCK NOSY BOY

Contact the local law enforcement agency that is responsible for the jurisdiction which you live in. Most agencies require that a vehicle collision report be completed whenever an on-duty officer is involved in a vehicle collision. Police reports are considered to be public information, so you may try and cite the freedom of information act when requesting statistics on on-duty officer involved vehicle collisions. However, since officer involved vehicle collisions are typically investigated by internal affairs for disciplinary action, they are considered confidential personnel matters. So, long story short, you may be able to obtain general information about the number and types of officer-involved vehicle collisions in your area; however, you may not be able to obtain the names of individual officers who were involved in them.

you feel certain they have been in an accident, but you have no proof. so there is no particulars you can charge them with.

If you think they drive poorly then take that up with the police chief, but you can't "charge" them with an accident that you don't know happened.

You can't report it, one of the parties involved has to.
