In time experience will allow you to decide that for yourself, either by observing other people or (if you're not so drunk to forget) observing yourself.
But, there's an old Latin phrase "in vino veritas" which means, "In wine (or booze) there is truth". So, it's thought that when 'under the influence' you are likely to speak your mind more freely, or without as much restriction, as compared to when you're sober.
It's well know that booze lowers the inhibitions, but that's not quite the same as being more likely to tell the truth. It's just as easy to lie due to lowered inhibitions. So whatever people say when boozed-up isn't always reliable even if it is the truth, due to the effect of reduced inhibitions.
At 'the end of the day', it's a judgement call.

Well when you're drunk it effects your imagination, so therefore you can't make up any good lies so you just tell the truth (some biology teacher told me that in school, I has knowledge see!)
When I was sixteen (and in love) my aunt was having some family do so my cousin and I went into the dining room and shared this bottle of some truely vile stuff with 43% alcohol or something, so I was completely ratarsed and I was telling everyone "I'm in love with Graham I am!!!" (my boyfriend of course) and the journey home which should have taken an hour and a half only lasted five minutes and I was telling my parents how much I love Graham and ahem, the things he does to me (cringe) and then I saw him at the car window and was completely shocked cos I was just talking about him and it was just rather embarassing, the poor lad, and then I had to go and meet some of his friends and this time (apparently, I can't remember because we had a few more drinks) I was telling all of his friends how good he is in bed and the size of his 'member'! I am so ashamed of myself, but I'm still with him, so I can't have been that bad!

No - it just lubricates the mood and lets all kinds of stuff out. Sure we're moochy, creative, and understaning after a skinfull but its not true emotions. Just emotions out of control. Look at it in psychoanalytic terms. The emotions are governed by the Id and so therefore are our childish needs. These aren't your true inner feelings just the ones that you learned from your upbringing. I want this, can't have that. Booze just lets this stuff run riot. If it were true then why does i make people violent.
What you're thinking about is something much more valuable. Confusing it with being pissed is just cheapening who you really are.
Its just fantasy.

It is most definitely true!
Alcohol lowers your inhibitions. Fact.
Things you may briefly think of doing, but the shame of being caught out stops you, you would do without thinking twice about it. A belly full of alcohol would egg you on all the way.
Not only that, drunk women can easily get taken advantage of. Not a good position to be in, unless you have solid, responsible friends to get you safely home.

Alcohol does not brings out the real emotion or real you, because when you are under the influence of alcohol you are not your real self; you say and do most things which you may later regret when you are no longer under alcohol influence...You can ask most people that were once under the influence for confirmation.

Definately true!!
I remember being drunk and singing that Teedra Moses song "Just wanna be your girl"- to someone - backing cd on and everything!! ... I sang the whole song!
When I look back I'm embarrassed.
Alcohol heightens emotions and gives you confidence to express what you need to sometimes in a way you would not usually and to people you would not normally express to.
I believe that people speak the truth when they are drunk and/ or angry. No holding back. Alcohol clouds judgement so I have learnt that if I have had a drink... I keep my mouth firmly SHUT!

WEll for some people, it might be. Being drunk often increases emotions past what the person sober might think. That is why you have a sterotypical drunk guy, leaning on some other guy going, "I love you man, you are my bestest buddy."
Being drunk also gives one impared judgement, so it might not always be true, but the best way to find out is to see if the stick to their story sober.

Completely and totally true.
I don't think people who are drunk simply lose their minds (and for that matter, don't remember things), it simply gives them an excuse and loosens them up to be more uninhibited, which can lead to them revealing their inner feelings. Alcohol temporarily gives people confidence to say and do things they'd be too timid to do sober.
After all, if it doesn't go well, they can blame it on being drunk and cast away their responsibility.

Oh, yes. I fully agree. I revealed my inner feelings one night quite late when I lost my balance on my bicycle while drunk and flew over the handlebars and knocked out six of my front teeth on the pavement. My inner feelings were revealed all over the place!

i've confessed my love sober and drunk. but only to the one person. my fiancee. i've never told anybody else on this planet i loved them. as for inner feelings when drunk there is one major feeling that does come through and thats hate. if you don't like somebody sober, when your drunk its hard to contain your hatred for them. i'm a pretty stand up guy, if i don't like somebody there is a very good reason for it and i let the person know. drink is no cop out, don't like somebody then say it.
