As long as he has a thick enough coat and a way to get out of the snow if he is cold (a dog house, your house, whatever) He will be fine. We have a lot of dogs, and they are all outside 24/7 in Wisconsin. They have a room indoors to get out of the wind and cold, as well as a heated bucket (warm water) and we have never had any problems with them. Breeds included: English shepard, huskies, and a pitbull/german shepard.
You can tell pretty easily if he is ok or not. If he is cold he will shake, if he is fine, he won't shake. It's pretty simple.

As far as their coats in the snow that is not a problem as they are double coated for such weather. I have three shepherds but live down south. For walks and playing I think that would be fine. My only concern is their paw pads for any extended time. I would ask the vet. I think as long as you supply some shelter for them to come in out of the snow that would be fine. Shepherds are social family oriented by nature. Usually when you get one that is over active its due to lack of interaction with people. So snow or no snow I would interact with them several hours a day to have a well mannered balanced shepherd.

i have a german shepard, though im living in a tropical country. Yes, german shepards can live in the snow-just not in a blizzard. My dog's coat in better in the cold weather rather than in the hot and humid.

Try getting it some snow shoes and, well, take it inside when you're done playing in the snow and it won't freeze to death if that's what you're worried about.
