gold bond has a wonderful lotion!! It even helps my hubby's eczema

Sounds like an allergy to something in the engine fluid or oil or your hands may be dry from the chemicals and washing. I would try using a good quality hand moisturizer (glysomed, neutrogena, vaseline, keri lotion, etc.) and if that doesn't help then try something for the rash. Cortisone creme is good for rashes but it tends to dry out skin.

Try Lubraderm or Keri Lotion. Also, (And I know this sounds NUTS) try putting milk on your rash. There's also Gold Bond medicated powder that might help.

It sounds like a burn or blister kind of rash? does it itch intensely and ooze? I would try something with oatmeal, like Aveeno oatmeal lotion, that helps soothe and heal. If it doesn't go away with just regular lotions you might need a cortisone type cream, you could try something like cortaid or get a doctors prescription.
