I have a friend from Spain who is marrying someone from Mexico. He is a legal resident in France and needs to return in a year because he works there, how do you go about getting a working permit for his new wife? Should he marry and leave for France and apply there or can she go as a tourist and then apply for residency? Help!

I'm unsure about French laws but here in the US, the legal residents are not able to apply for dependent's residency...at least last time I check.
Only US citizens or nationalized individuals can apply for their spouses, parents, and any other legal dependent to become a legal citizen.
While your friends resolve the issue; she could enter with a tourist permit.

He needs to write the Mexican government as long as he is sending money to Mexico he will get the best legal help money can buy
