A 'Liquor' is a alcoholic product that is ment only for human consumption (as apposed to topical application as in antiseptics).
There are many kinds of liquor: beer, wine, spirits, appertifs, etc.
But if you didn't know that Vodka was a liquor, you are too young to drink and therefore do not need more of an explanation.
Wait until you become the appropriate age.

If you mean "liqueur", such as Bailey's Irish Cream, no, since the definition of that is: an alcoholic beverage flavored with aromatic substances and usually sweetened. "Liquor" is: a distilled alcoholic beverage rather than a fermented one. So, in that sense, it is a liquor.
