Assuming you mean across the U.S. border with Canada, keep in mind that there will be NO CHANGE when crossing into Canada. There are currently no plans to require U.S. citizens to present a passport when entering Canada.

As for entering the U.S., they go in effect when by air or sea on January 23rd, 2007

By land, January 1st, 2008 at the earliest. June 1st, 2009 at the latest.

If you're talking about the new US rules... you will need a passport after 1/23/07 if you're flying in from Mexico or Canada, etc. If you're driving it will be 2008.
