Certainly! We should all have the right to pick a speech defect that we enjoy. I love the "miss out every third word" syndrome. "Can`t get a word out for 8 minutes" is also good for emergency advice, F1 racing,and World Cup football.

I say no, my kids are going to think that's the right way of speaking and its not, its hard enough getting children speaking in the first place and for them to watch people on TV with speech defects is going to make the hole process harder,
A person you can understand would be lovely for a change.

Why not, most of them have totally unitelligable accents. 3 counties radio (Beds, Herts and Bucks) appears to be full of Irish who would have trouble being understood on the Bogside, for some strange "inclusivity" reason.
