Breasts don't have any muscles, they are composed of fat, milk glands, and stroma (breast tissue). They sit on top of the pectoral muscles, but these don't have any effect on the size/shape/firmness of the breasts themselves.

The breasts are tissue, you need to work on the pectoral muscles in your chest behind your breasts. You need to find a book on strength training for woman or consult a professional trainer at a gym for a program suited to your needs and goals.

You mean pectoral muscles. That machine where you pump your arms inwards (while holding them up at 90 degrees). I don't know what you'd call that. And if you want your chest to look bigger, I'd say don't try this way. It makes you kinda boxy and flat.
