Yes, they know, that's the point of the IRS.

Fair? That's a Congress decision. And since we the people elect those in Congress, then who are we really upset with?

Percentage wise, those with lower taxable income pay less in taxes. The brackets are graduated, meaning at certain levels of income you pay more for each taxable dollar over.

Now, one can debate what is the fair classification of taxable income, but I surely think it is better than some silly flat tax.

People think things aren't fair because of the media. Take a good hard look at YOUR return and then think about someone who pays at the highest rates. Sure, they might benefit from deductions at a greater level (because they are paying higher rates!), but they are still paying more in taxes.

(With the exception of social security, which has a maximum.)

Interesting question.

They absolutely know how much money they take in taxes. It is one of the most closely watched items, in fact.

They want to raise taxes because they want a bigger budget for all of their projects, but they don't want to alienate voters by raising their taxes. It's exactly that give-and-take which absorbs a LOT of politicians' time.

As to whether it is fair for the low income - that is probably not what they spend their time on. They are more likely considering whether new taxes will hinder their approval ratings (and therefore their chances of remaining in office). It's an unfortunate fact that it's much worse to alienate a rich voter than a poor voter, since the rich voters contribute more money to campaigns.

A large number of congress members don't think there is such a thing a 'fair'. Its about power. Controlling the tax code is a very effective means of gaining power over the population.

They definitely know. The question is, do the American people know. The government can get away with what we let them - whether we let them do to ignorance, misinformation, or apathy is irrelevant. If the American people ever put their foot down, then we could force some changes.
