LOL! only growth hormones and protein (due to the nitrogen content) increase growth rate. and if youre over the age of 21 (18 for girls) forget it. your growth plates are sealed. Youre not gonna grow any taller.

Height is a matter of genetics, good health built by proper nutrient intake. Although all peppers are good for you they will not make a significant difference in your height.
If this is a real problem, there is some therapy available if your growth hormone production has prematurely shutdown.

I most certainly hope not!! I'm 5'7, still growing, and I love bell peppers. But to answer your question, no they will not in themselves make you taller, but if you include them in your diet rich in vitamins, fruits, and veggies, I'm sure you'll get taller.
